It was established in 1981.
It is subject to the governing decrees and regulations
of development project executive authorities. Its projects and works are
controlled by a board of directors including representatives of ministries
and organizations. The chairman is Minister of Housing,
Utilities and Urban Communities.
Assumptions:-

Conducting the project technical,
economic and financial studies and researches.

Contracting
with foreign and local consultants,
subject to the development approved statute.

Provision and approval of the
technical standard rules and specifications.

Preparation of project contracts according
to specifications and conditions their tendering (locally
and internationally) and finalization of bidding and
award measures.

Execution
control, in case of project
award upon the approval of the competent authority.

Monitoring execution, according
to technical specifications, financial schedules,
evaluating the finished elements and solving any technical,
financial problems or those related to other competent
authorities.

Subcontracting with other
ministries, corporations or consultants for good performance
purposes.

Provision of resources, supplies,
equipment, machines, whether locally or from abroad.

Design of the project draft
planning budgets, within the development budgetary limits,
along with the financial programs for provision of local and
foreign currencies, according to execution plans and
programs.

Taking project land acquisition
measures.

Taking measures of project and
structure handing over to
EOGCAWS.
Ministerial decree 372 / 2005 was issued for consideration,
proposal, design of policies, plans, technical and financial
programs of water and
sewage.
Projects in Greater Cairo and Alexandria, supervision
of execution, inter-coordination with those of competent authorities
involved in the EOGCAWS
assumptions.
It has the assumptions, referred to the above ministerial
decree 497/1981, including all water & sewage projects
in Greater Cairo and
Alexandria.
