 Establishment Law:-

  • Law No.  59 / 1979

Purpose :-

  •  Creation of new civilized centers, achieving community stability and economic prosperity. 
  •  Redistribution of population far from Nile Delta narrow stripe. 
  •  Establishment of new attraction areas outside the existing cities and villages. 
  •  Curbing the urban infringement upon cultivated areas.

For achieving the Goals of Urban Development Strategy 

  •  Planning and completion of 22 new cities on the latest planning systems. 
  •  Land buying price was of the actual basic infrastructure cost so as to be the nucleus for investment attraction and offering various privileges for investors (custom and tax exemptions). 
  •  NUCA had confirmed the provision, in the first hand, of cost effective housing units for low income groups with healthy and good environment (Mobark + Mostakbal Housing Projects). 
  •  For more subsidies for low income groups, NUCA issued other projects with appropriate facilities. 
  •  Preparation of Development Map of ARE till 2017, for locating the optimum areas for the new urban when communities, their priorities through new development axes, on which 44 communities shall be developed with different economic bases, subject to the physical and economic capabilities of each one and their generated job opportunities.

The new Cities have three generations according to their establishment dates:-

1. First Generation Cities: 10th of Ramadan – 15th of May – 6th of October – Sadat – Borg Elarab ELgadida - Salhyia Elgadida – Domiat Elgadida.

2. Second Generation Cities: Badr – Obour – Banei Sweif Elgadida - Minya Elgadida – Nobariya Elgadida – Sheikh Zaied.

3. Third Generation Cities: Shrouk - Kahira Elgidida – Assuit Elgidida – Tiba – Sohag Elgadida – Aswan Elgidida – Kena Elgidida – Fayoum Elgidida - Akhmeim Elgidida.
