Tasks and Assumptions of Ministry of Housing , Utilities and Urban Communities:-

Ministry Assumptions

Consideration, proposal, design and execution of plans and policies of physical planning and new urban cities and communities in compliance with the objectives of the community development plan and in the framework of the state general policy and most particularly.

  •  Design of development policy, plans and programs. 
  •  Study and preparation of the development plans in the cities, villages, urban communities and deserts. 
  •  Comprehensive regional planning of the economic and community prioritized areas. 
  •  Organization and co-ordination of the public entity activities. 
  •  Execution and monitoring of development plans. 
  •  Development of upgrading plans for construction and building material techniques. 
  •  Conducting relevant studies of Arab and foreign capital investment in the field of the ministry activity. 
  •  Design a policy of technical know-how exchange. 
  •  Conclusion of agreements and contracts with relevant local and international authorities. 
  •  Development of relevant training plans for provision of technical staff. 
  •  Participation in conferences and meeting. 
  •  Proposal of the study and preparation of relevant legislations.

The affiliates of development sector are:-

  • General headquarters of the Ministry (Development Sector). 
  • New Urban communities Authority
  • Central Department Authority.
  • Development Research and Study Organization.
  • Housing Finance Fund.

The Ministry assumes it’s above responsibilities through GHDS and the above entities to achieve its set goals.

The Ministry General Headquarters is executing its assumptions through its affiliated sectors and departments

a) Minister Cabinet Sector

Managed by first undersecretary of state for Minister’s cabinet affairs with the following affiliated departments 

  • Citizen’s service and complaints.
  • Monitoring office.
  • Security.
  • Public relations.
  • Administrative secretary
  • Organization and administration
  • Cabinet and ministerial committees

b) Departments, under full control of the Minister

Central Department of legal Affairs, People Assembly Affairs and Party Organization

Under which are the following

  •  General Department of legal Affairs. 
  •  General Department of people’s Assembly and Party Organizations.

Central development of planning, Monitoring And Statistics Including

  •  General Department of planning
  •  General Department of statistics and statement.
  •  General Department  of monitoring and Organization.

Sectors, under direct control of the Minister:- 

  •  Foreign Finance, financial, administrative affairs, administrative development. 
  •  Joint corporations, organizations, requirements, building materials.

 Following are the tasks of each respective sector:-

a) Foreign Finance, financial, administrative affairs, administrative development.

It is divided into

  • Central Department of financial, administrative affairs and administrative development.

A. Financial Affairs

Main tasks

  • Preparation of annual draft budget and its discussion with Ministry of Finance. 
  •  Preparation of the final accounts of GHDS, at the close of the fiscal year. 
  •  Monitoring purchasing and store works. 
  •  Compliance with the decree of the government service authority regarding inventory control, spending rationalization, coding each of the store items, monitoring stagnant ones for disposal by GSA measures. 
  •  Monitoring the collection of Ministry dues by the investment companies, with which the Ministry is shareholder. 
  •  Payment of all personnel dues and all fringe benefits. 
  •  Auditing all payments of GHDS and insertion in accounting books. 
  •  Compliance with instructions and recommendation of the cabinet and Ministerial committees. 
  •  Development of computerized data and information system and its connection with GHDS information network. 
  •  Achieving the optimum performance level for workers, raising their productivity by scientific techniques and raising awareness by direct training. 
  •  Filing ageing (more than 15 years) documents in outside stores (Joint Housing Project Authority – Helwan), to avoid paper piling, upgrading the job and avoidance of accidents and fires. 
  •  Continuous personnel training for developing work and improving the collective and individual performance.

B. Administrative Affairs

Performing the following works:-

  •  Advice of all related issues. 
  •  Payment of all dues and fringe benefits to the personnel according to the laws, decrees, regulations and approvals. 
  •  Payment of all insurance for all workers, whether casual or active ones. 
  •  Payment of earning tax. 
  •  Monitoring personnel's financial discharge certificates in due times and sending them to illegal profiting department. 
  •  Updating basic and variable wages in the form of the National Organization of Insurance and Pensions. 
  •  Calculation of all re-imbursements of each worker, their deducted and due tax. 
  •  Preparation of variable wage cards, on annual basis. 
  •  Examination, review of workers files  and sending them to the National insurance and pension Organization. 
  •  Issue of relevant decisions (promotions – different allowances – penalties …….etc) 
  •  Monitoring and periodical updating of workers files. 
  •  Appling computer system in all administrative and due payment Affairs. 
  •  Filing ageing (more than 15 years) documents in outside stores (Joint Housing Project Authority – Helwan), to avoid paper piling, upgrading the job and avoidance of accidents and fires. 
  •  Provision of the Department and the ministry library with the latest documents, compilations, laws and Official Journal.
  • Provision of all types of services for workers. 
  • Provision of good working environmental through the services of internal service department.

c. General Development of Foreign Cooperation and Credits 

  •  Conclusion of protocols and international agreements with the foreign governments for financing investment projects by credits, credit facilities, grants and donations and monitoring of their processing on periodical basis. 
  •  Calculation of all existing credit assisted projects, their value, following up the paid up and outstanding amounts and their foreign interests. 
  •  Introduction of computer system for smooth performance and immediacy of information. 
  •  Inter- co- ordination with MIP, MFA for the Ministry related issues. 
  •  Monitoring foreign delegation meetings. 
  •  Training all personnel in computer and related courses. 
  •  Attending adhoc conferences seminars. 
  •  Preparation of follow – up reports of credits and other facilities for the Ministry and its affiliated organs and presentation to the planning and Monitoring Department.

d. Sector of Joint Corporation ,Organization, Building Material Requirements:-

  • Monitoring the works of Joint Corporation for which the ministry is shareholding.
  • Monitoring their budgets and their profit ,if any, during the year, fixing rate of profit allocation and the Ministry share.
  • Follow up the collection of the Ministry re-imbursements for delivery to the state treasury.
  • Participation in solving production hampering problems.
  • Nomination of Ministry representatives in their board of directors for monitoring works.
