Outline of Housing and Utility Sector Significant Accomplishments

I. Key Governing legislations in the field of housing and Building in ARE

In ARE there are various laws, legislations and governing decrees of building, housing and new urban communities .It aims at providing appropriate domicile, in terms of health efficiency and structural safety. having the capacity of the correlated environment elements and built in a sound physical planning framework, having all means of livelihood as public utilities and services, with appropriately moderate area for household requirements.

Key studied finished legislations prior to the issue of relevant laws:

1. Unified Building  Draft law , including the following chapters :

planning.

Physical Organization of Building Works.

Building Maintenance (Organization of Real Estate Occupants Associations and Preservation of Real Estate Wealth).

Organization of Demolition of Deteriorating Buildings and Structures.

General Rules.

Penalties.

2. Housing Cooperative Draft law

II. Foreign Relations 

Proposal of cooperation with Arab and foreign countries in the field of the Ministry activities which are processed prior to the issue of their relevant protocol.

Attending the preparatory meetings of the joint committees with all countries in the Ministry of International Cooperation, preparation of cooperation proposals and handing them to MIC.

Studying any foreign finance issues (grants and credits), attending their meetings in MIC, commenting upon the foreign agreements prior to people's assembly ratification and attending PA meetings on their discussion.

III. Key Accomplishments of Central Department of Construction 

Preparation of most required decrees for implementing the economic and community Development state plan, which are taken by direct agreement, subject to 89/1998 law and Prime Minister approval for all state sectors (industrial educational  healthy- cultural- transport and service sector.....etc).

Study of awarded works, through Price committees CDC reviews committee works and present them to the competent authority.

Follow up of awarded projects to work out problems calling for field follow up.

Study of the applications of foreign companies for opening branches in ARE and registration, according to investment law 34/1976.

Registering public sector contracting companies, whether for specialized, integrated or workmanship works , measures of re- registration renewal or contract certification.

IV. Planning , Follow up, control and Statistics 

Preparation of annual proposed general plan of the Ministry, with full co-ordination with affiliated entities and MOP.

Development of the monetary budgets of the Ministry and competent authorities, with due consideration to the foreign capital requirements for opening documentary credits commodity exports and unforeseen expenditures. Opening discussions with Ministry of Economy for their inclusion in the Ministry general Plan.

Preparation of quarterly follow up report of public Utility Authorities (National Organization for Potable Water and Sanitary Drainage  Executive Greater Cairo Sewage Projects Authority- local administration utility authorities  Cairo Water Authority  Cairo Sanitary Drainage Utility-Alexandria Water AuthorityAlexandria Sanitary Drainage Utility).

Preparation of progress reports of main and subsidiary infrastructure for all governorates, public authorities.

Preparation of housing reports in terms of :- follow up of investments and credit disbursements  follow up of the executed or under construction low cost, economic, medium-above  medium and luxury units of all state housing plan, executive authorities (Governorates  Housing and Development Companies  Building and Housing Cooperative Authority  Development Authorities  Housing and Development Bank- Housing Finance Fund  New Urban Communities Authority).

Follow up of plan with all (housing  Utilities) executive entities, preparation of quarterly reports and sending them to the financing authorities, paying visits if necessary, to the Governorates to check the conditions of the deteriorating projects and solve their problems.

Development of the monetary budgets of the Ministry and its competent authorities , with due consideration to the foreign capital requirements for opening commodity, export documentary credits and unforeseen expenditures with massive discussion with Ministry of Economy.

 List of sector’s achievements in Project Supervision (2003-2004).

1. Aswan Governorate:-

A. Expatriate Nubian Housing Project:- 

Completion works: 250 houses at Nasr Enuba villages.

New projects: 241 housing units were issued for full replacement on two phase basis: 1st is 121 unit(2003-2004)

B.Urgent Shelter Housing Project:-

32 units are under construction at Tabia Area  Aswan City.

10 units for completing urgent shelter housing Salwa Bahary City.

25 units are under construction at Akeeba City.

C.Low Cost Housing Projects:- 

564 units at Aswan City.

288 units at Kom Ombo City.

72 units at Draaw City.

72 units at Edfu City.

48 units at Radessia City.

24 units at Abu Sombol City.

2. Projects of Kena Governorate Expatriate Nubian Housing Projects 

30 houses at village (1) at Nomaas and Afia Isna.

40 houses at central village at Nomaas and Afia  Isna..

30 houses at village (2) at Nomaas and Afia  Isna.

60 houses at at Nomaas and Afia  Isna.

40 are under construction.
