::. Development Research and Study Organisation and Fund (DRSOF) .:: 

 ::. Authority tasks  .::

• It was established , according to presidential decree 242/1977 and ministerial decree 52 dated 10/10/1977 as technical entity, responsible for preparation of researches and design studies of all projects, executed by different authorities of the Ministry in the framework of the state strategy of development.

• DRSOF undertakes the study of all development projects and their various economic, communal and engineering activities through the comprehensive development, project feasibility studies and those of the technical designs and specifications.

• For such purpose, DRSOF has the following assumptions:- 

  1.  Preparation of technical studies and researches of all comprehensive development projects, their feasibility studies, technical designs and specifications, in full co-ordination with the state competent authorities.
  2. Proposing the financial resources of studies and development of their disbursement policy, according to the priorities and the framework of development comprehensive planning.
  3. Dissemination and analysis of the information of any required data, revision of previous ones and determination of consulting functions.
  4. Preparation of the tender documents of the ministry and fund planned projects, required of CDA its affiliated authorities, NUCA or any other external authorities.
  5. Issue of the tender documents to the consultant offices, whether in public or limited tenders. Preparation of contracts with the successful offices, subject to the approval measures of the state council’s advisory department.
  6. Technical and financial evaluation of the consulting office submitted offers through the high decision development committee, then awarding subject to law 89/98 of tenders and bidding and its regulations.
  7. Monitoring and supervision of the project technical and financial performance subject to the contracting studies.
  8. Evaluation and qualification of consultant offices and executing companies and their short listing.
  9. The scope of the studies includes the geographical built up area in all development regions:-
  • Greater Cairo Region.
  • Sinai Peninsula.
  • New valley.
  • North West Coast.
  • Red Sea Region.
  • North Middle coast.
  • Upper Egypt governorates.

As well as the new urban communities and Egypt’s regional and urban planning.

This scope is diversified including:-

  • Urban planning, development and landscaping (housing areas – industrial zones – new cities – ports – updating plans of the existing cities and slums… etc).
  • Road projects (main spines - ring roads around cities – city linking roads – Bridges and tunnels).
  • Water and sewage supplies (plants – networks – mains).
  • Electrical and communities networks for the new urban communities.
  • Economic feasibility studies of different projects
  • Architectural competitions.
  • Study of the layout of the ground resources in Egypt.
